With West Ham also having PSR concerns, they cannot afford to take such an expensive risk on the 24-year-old.
Ramsey will likely end up becoming the new Gianluca Scamacca, who also struggled with injuries at the London Stadium and even missed the Conference League final.
For £40m, the Englishman is far too expensive given the risks posed by the potential deal.
